CMPort adheres to the strategy of invigorating CMPort by developing a quality workforce. In line with the recruitment principle of “Matching the Right People for the Right Roles”, we seek out exceptional individuals with a focus on professionalism and a global outlook, while also intensifying our efforts to match market demands. In addition, we leverage both internal and external resources, harness the strength of our brand, and place a strong emphasis on attracting top-tier talent. Our goal is to cultivate a diverse team of professionals, both locally and internationally, ensuring a well-structured workforce that drives the Company's development.
Human resource strategy
CMPort has formulated the Regulations on Recruitment Management, which standardizes various employment matters such as recruitment planning, recruitment information channel management, recruitment procedures, induction and probation management, and talent pool management. These regulations ensure consistency and professionalism in our recruitment practices, guided by principles of “Legal and Regulatory Compliance”, “Fairness, Impartiality and Openness” and “Matching People and Positions” throughout the entire employee selection and retention process. In terms of human resource strategy, we are dedicated to developing a world-class port workforce. We implement a comprehensive “1234” human resource strategy, which involves: promoting institutional building and capacity building based on 1 workforce management platform; undertaking 3 big projects including a marine project, a college project , and an incentive project tailored to our business needs; forming 4 specialized teams encompassing leading figures, senior executive, professional talents, and overseas talents. Based on this, we strive to create a robust talent ecosystem to foster a motivated and capable workforce.
Recruitment
CMPort strongly believe that a diverse and dynamic team of talents is crucial for driving innovation and ensuring the Company's robust operation and in-depth development. Guided by our talent planning strategy, we continue to optimize talent acquisition strategy based on the Regulations on Recruitment Management. Starting from our business needs, we utilize various channels such as online media, headhunting agencies, and job fairs to attract talent from around the globe. In addition, we place great importance on nurturing internal talent. We prioritize internal candidates under equal conditions and provide ample opportunities for their professional growth. In our internal selection processes, we adhere to the requirement of “one report, two appraisals,” and annually conduct democratic appraisals with at least 15% attendance of employee representatives so as to uphold fairness and transparency throughout the talent selection process.

CMPort strictly complies with laws and regulations related to recruitment including the Labor Law of the People’s Republic of China, Labor Contract Law of the People’s Republic of China and other laws and regulations in the regions where it operates as well as international conventions. We integrate the protection of employee rights throughout our human resources management processes. This includes establishing and refining various human resources management documents such as the Human Resources Management System, which covers recruitment, training, employee development, performance assessment, and compensation and benefits. Our aim is to ensure fair and compliant employment practices while safeguarding the rights of our employees. As of the end of the reporting period, the Company has not encountered any instances of illegal or non-compliant activities related to the aforementioned matters.

CMPort has formulated the Administration Measures on Dual Career Development Paths of Employees, which outline pathways in both management and specialized career tracks, specifying the conditions, procedures, and criteria for job transfers, promotions, and demotions. We encourage internal job competitions across the organization and advocate for competitive selection processes for managerial positions. Employees meeting the necessary criteria in terms of work experience and performance are promptly offered opportunities for advancement, ensuring the recognition of exceptional talent and the expansion of avenues for career growth and development.
Improving training system
CMPort is committed to building a platform for nurturing and advancing global port professionals. We have formulated policies such as the Administrative Regulations on Employee Continuing Education, the Administrative Regulations on Employee Training, and the Administrative Regulations on New Employee Training to systematically build a high-quality talent team. Based on the three principles of strategic development, systematic regulation, and differentiated treatment, we continuously deepen our efforts in improving training methods, program diversity, and resource allocation to create a robust and standardized training system. This empowers our employees to expand their professional knowledge and skills comprehensively, thus ensuring a solid foundation of talent to support our vision of becoming a world-class port operator. In addition, we have formulated the Administrative Regulations on Internal Trainers and the Administrative Regulations on Internal Training Courses, to streamline the selection, evaluation, and incentivization of internal training instructors and ensure effective course management. For overseas talent, the Company continues to refine the Haiyan Program, focusing on the practical needs of our operations. We strengthen the classification, distribution, and daily management of overseas talents in key positions, formulate and dynamically update the alternation, rotation, return, and succession plans of overseas employees, and strengthen the cultivation of overseas reserve talents

We operate with a problem-solving, goal-oriented, and results-driven approach, regularly assessing the effectiveness of our safety measures. We remain committed to continuous learning and the adoption of best practices to elevate our safety standards. Our overarching goal is to provide a secure workplace for all stakeholders, including employees, contractors, customers, and visitors, setting a benchmark for the port industry's healthy and safe development. During the reporting period, the Company updated the Occupational Health and Safety Statement, further reinforcing our commitment to strengthening the fundamentals of work safety and fulfilling our safety pledges.
Work safety management
CMPort strictly abides by national laws and regulations such as the Work Safety Law of the People’s Republic of China, the Emergency Response Law of the People’s Republic of China, the Special Equipment Safety Law of the People's Republic of China, as well as management measures relating to healthy and safe management in overseas regions where it operates.
Occupational health
CMPort has established a complete occupational health management system and employees’ health checkup mechanism. We have formulated and implemented the Administration Measures on Work-related Hazards Prevention and Control and Occupational Diseases Prevention and Treatment to standardize occupational health protection of employees. In 2023, we introduced a unified record for occupational disease management to oversee the implementation of occupational health measures by our subsidiaries. These subsidiaries collectively developed 18 occupational health management systems and revised 24 documents related to occupational health management based on their specific circumstances. Those documents provide standardized guidance for continuous improvement in occupational disease monitoring and protection. All employees completed our occupational health checkups. No suspected or confirmed cases of occupational diseases were identified, resulting in an occupational disease incidence rate of 0%. During the reporting period, we took part in formulating Guidelines for Protecting Occupational Health of Port Workers, which passed the review for project approval of Occupational Health Technical Service Professional Committee of China Health Inspection Association. CMPort is fully committed to supporting the national rural vitalization strategy, and follows the Law of the People’s Republic of China on the Promotion of Rural Vitalization. Leveraging our expertise, we aim to solidify the achievements of poverty alleviation efforts and enhance the work system of rural vitalization. Through a comprehensive approach encompassing industry support, livelihood assistance, educational and cultural programs, as well as consumption-driven initiatives, we are conducting multi-level and multi-sectoral public service and charitable support activities to comprehensively advance rural vitalization.
In 2023, in terms of consumption-driven assistance, the Company continued the policies and government supervision for targeted assistance and implemented the guiding principles of the 20th National Congress of the CPC. We issued the Notice on Effectively Carrying out the Consumption-driven Assistance in 2023 to encourage our subsidiaries to implement the work. CMPort (South China) Operations Center allocated over RMB 1.3 million for purchasing rural vitalization-related products. Qianhaiwan Real Estate purchased agricultural products of more than RMB 60,000. Zhangzhou Port purchased poverty alleviation products totaling RMB 260,000 through the unified platform. CMT Qingdao purchased consumption-driven assistance products totaling RMB 40,000 during Chinese New Year and Mid-Autumn Festival, respectively, with plans to continue fulfilling poverty alleviation targets in 2024. In future work, the Company will continue to innovate and expand channels, intensifying efforts to support consumption-driven assistance programs, thereby injecting more vitality into rural development.

CMPort is enhancing the systematic management of its charitable investments. As per the relevant requirements of the China Merchants Foundation, the Company carries out charitable donations in accordance with the Administration Measures on the Compliance of Donations and Sponsorships and other policies. We also strengthen the management of external donation affairs to ensure the smooth implementation of our charity activities. Leveraging our industry-specific advantages, we are actively facilitating various aid initiatives, underscoring our unwavering dedication to corporate social responsibility through tangible actions.
